Certification Programs

The San Diego County Taxpayers Association offers certification programs to educate candidates, public officials, members of the media and civic leaders on some of the most complicated public policy decisions elected officials are asked to make on behalf of the public. Current offerings include a certification course about public pensions, labor negotiations and retirement design plan options, as well as a certification course on school facility bonds.

The non-partisan programs are fact-based and educational and feature expert instructors covering a range of related topics and perspectives.


Envisioning and Managing Legitimate and Effective Public School Bonds

The San Diego County Taxpayers Association has aligned with the University of San Diego's Division of Professional and Continuing Education (USD PCE) to establish a successor course to SDCTA's Bond Certification Program, which will be held on Thursday, September 22, 2016 from 7:30 a.m. to 4:00 p.m. at the University of San Diego, 5998 Alcala Park, San Diego, CA 92110.

By attending this program, school district staff, board members, and bond oversight committee members can learn what it takes to put together and run effective school and facilities bonds. Topics will address planning, financing, implementation and critical legal issues. The intensive program will include four (4) expert instructors providing the nuts and bolts of what it takes to plan and deliver a cost-effective, transparent, legally compliant and successful school bond. Attendees will earn graduate-level continuing education units and/or MCLE's for the legal community.

Pension Certification Program

The San Diego County Taxpayers Association Pension Certification Program features four expert instructors covering  topics ranging from the basics of defined benefit, defined contribution and hybrid pension plans to details regarding the collective bargaining process.
