SDCTA Opposes Senate Bill 391

SB 391 imposes a fee that will negatively impact California counties and individuals. The bill lacks a specified plan on how the Department of Housing and Community Development will carry out its mission to build affordable housing units with this new fund, and therefore it is unknown how much San Diego will potentially receive to address its needs. It is also unknown how the remaining authorized funds from Proposition 1C will be distributed. San Diego should continue to find a local reliable source of funding to address its shortage of affordable housing units, as well as work to produce efficiencies to ensure dollars invested produce the most amount of units.
