Policy and Government Affairs Director

Founded in 1945, the San Diego County Taxpayers Association seeks a full-time Public Policy and Government Affairs Director to join our team beginning in June 2019 (potential opportunity for an earlier start date).

This position requires experience, and the flexibility and agility to juggle multiple taxpayer policy priorities at any one time, while meeting tight deadlines and building and maintaining the relationships necessary for effective advocacy on behalf of taxpayers. Excellent organization, attention to detail, anticipatory skills, and written and public interaction skills are required. Occasional nights and weekends may be necessary.

The ideal candidate is self-driven and motivated by his or her own standards of performance. S(he) can ensure SDCTA is relevant and contributing to policy discussions with the right stakeholders at the right times. S(he) has proven experience managing advocacy and coalition building. The ideal candidate recognizes that the Taxpayers Association is a growing and transforming organization, and there will be hard work for potential growth that will also be rewarding and lucrative in future years.

Position Responsibilities

  • Work with CEO and Executive Committee to ensure SDCTA has a coherent set of advocacy, evaluation, policy research and communications activities that promote its policy priorities.

  • Oversee SDCTA’s policy engagement strategies with stakeholders, elected officials, business leaders and others in advocacy activities to promote policies that maximize taxpayer dollars.

  • Monitor docket and committee agendas of City of San Diego City Council, County Board of Supervisor, and other relevant municipal agencies for issues important to the mission and strategic goals for SDCTA.

  • Testify at City Council, Council committees, Board of Supervisors and other relevant municipal agencies. 

  • Coordinate and prepare CEO policy talking points, support CEO efforts for policy engagement. 

  • Develop partnerships with local and state agencies to identify and promote key 
indicators of policy areas of interest. 

  • Ensure timely release of documents and policy position papers on policy priorities, on topics including quality of life, governance and public finance, and education. 

  • Develop strategic messaging for policy priorities.

  • Build broad based coalitions to support SDCTA’s policy efforts. 

  • Develop strong working relationships with the community-at-large related to SDCTA policy priorities. 

  • Advocate on behalf of the taxpayer policy positions at public meetings and meetings with elected officials and their staff. 

  • Perform other duties as assigned

Skills and Qualifications

  • Proven skills and experience as a policy researcher, advocate, or related position (this is not an entry-level position)

  • Exceptional communication and interpersonal skills with the ability to build positive relationships and to work well independently and on teams

  • Extremely high level of professionalism and ability to work well with internal and external stakeholders and board members

  • Ability to handle highly confidential information with discretion

  • Adaptable to balance competing demands

  • Very strong organizational skills and high attention to detail

  • Self-starter and self-motivated professional who is able to handle and prioritize several tasks and meet deadlines

  • Experience with Google Office Suite, Microsoft Office.

Benefits include:

  • Salary range $75,000 - $85,000 based on experience; eligibility for a performance bonus of up to $10,000 after one year.
