SDCTA Memo to City Council: Dollar for Dollar Ballot Proposal

SDCTA sent a memorandum to the San Diego City Council outlining concerns with Councilmember Frye & Gloria's current proposal, as well an alternative "Dollar for Dollar" ballot proposal.
