This discussion paper outlines the areas in which the PROS Board intends to create measurement and reporting standards in 2023. The paper details both the benefits to transparency and potential operational costs related to setting a standard in each area based on initial stakeholder conversation.This discussion paper is not only informational, but is also a call to action for stakeholders. PROS Board Exposure Drafts and Standards


The Public Regional Outcomes Standards Board (PROS Board) intends to explore potential regional rules and methods for performance reporting in homelessness. The PROS Board selected this as its first public good “vertical” to explore for the San Diego region because of the persistence of homelessness in the region, the apparent balkanizing of solutions and those seeking solutions in the region, and a seeming acceptance across public funders, private funders, service providers, and people who have experienced homelessness that the region lacks a common lexicon on performance.

We invite any interested person to participate in our working groups — at the “macro” level of the system and at the “micro” level of the interactions between service providers and service recipients — to begin the challenging conversation to establish measurement standards!
