SDCTA supports City of San Diego Proposition F (June 2016)

The SDCTA supports this amendment because it appropriately clarifies the usage of the proceeds from the sale of City-owned property to fund permanent public improvements. The proposition also allows City approval for a bond-funded project in a more timely manner. Proposition F permits the payment of claims against the City using any fund permitted under the California State code, instead of just "cash." At the same time, the proposition reaffirms that the City's General Fund operates on a cash, not a revolving fund basis. The Proposition makes several changes that update the aging City Charter, and there is nothing in Proposition F that would impact the two-thirds voting requirement for accessing reserves.
