Policy Analyst
Considered one of San Diego’s most influential public policy institutions, the SDCTA is a non-profit, non-partisan organization dedicated to promoting accountable, cost-effective and efficient government. Since its founding in 1945, SDCTA has spent the past six decades saving the region’s taxpayers over a billion dollars, as well as generating objective, factual analysis to assist policy makers and the public in making informed decisions on legislation and ballot measures.
Under the general direction of the Policy & Government Affairs Director, the Policy Analyst will conduct comprehensive review and analysis of policy and legislative issues impacting taxpayers. Policy or legislative areas of evaluation may include local and state ballot propositions, regional transportation, energy, water, environment, public pensions, healthcare, public finance and major public works projects.
The SDCTA Policy Analyst, under the supervision of the Policy & Government Affairs Director, will:
Collecting, organizing and analyzing complex policy data and legislative information
Interviewing public agency and legislative staff
Conducting comparative studies and evaluating impacts of proposed legislation
Forecasting long-term implications of proposed public policy
Preparing policy reports and PowerPoint presentations
Summarizing complex facts and analyses into succinct, comprehensible reports and memos
Presenting research results to the SDCTA Board of Directors, policy committees and community groups
Assisting in the development of strategies to influence legislative initiatives and advance the Association’s advocacy efforts
Staffing meetings and events, including the preparation of logistical details
Preparing memos and meeting minutes
Responding to member inquiries in a timely manner
Overseeing intern projects
Performing other duties as required
Skills and Qualifications:
Strong written and oral communication skills, including public speaking experience
Flexibility to respond to changes in priorities and demands for work
Ability to think analytically about issues and express ideas clearly
Ability to understand and apply relevant policy frameworks and analytical tools to issues
Demonstrated experience working independently under pressure of deadlines in a fast-paced environment
Excellent interpersonal skills with ability to interact with co-workers, board members, volunteers and the public in a professional manner
Knowledge of state and municipal government issues and finance
Proficiency in legislative research skills and tools including bill tracking experience at all levels of government
Strong project management skills including project planning, group facilitation and problem solving
Demonstrated proficiency in software of choice (Stata, SPSS, etc) to conduct statistical regressions, Google Apps, and Microsoft Office software (Word, Excel, PowerPoint)
Knowledge of San Diego regional issues is desirable
This position requires an undergraduate degree from a four-year college or university. Possession of an advanced degree in law, economics, public administration, public policy or a related field or two years of professional experience directly related to the responsibilities specified is desirable.
Benefits Include:
$46,000 - $60,000; dependent on qualifications and experience.
