SCHOOL BOND PROGRAM KEY PERFORMANCE INDICATORS REVIEW
Through our School Bond KPI Certification Program, the Taxpayers Association provides local school districts independent, third-party reviews and makes recommendations on the efficiency and effectiveness of bond programs.
The Taxpayers Association annual performance review can be your tool to offer your community, Independent Citizens’ Oversight Committee, and key stakeholders your “review and report on the proper expenditure of taxpayers’ money for school construction” as required by law (Education Section 15278(b)).
Performance reviews are appropriately scoped against current construction progress:
1. Program/Project Budgets » We review project budgets, including proper authorization and approvals, and compare expenditures to approved budgets.
2. Change Orders » We review change order procedures and results, benchmarking to industry standards.
3. Procurement Processes » We review practices for procurement of contractors and professional services and compliance with public contracting code.
4. Construction Management » We evaluate Construction Management Structure, including consultants and direct staff.
5. Overall Bond Transparency » We evaluate overall transparency of the bond program, including evaluating bond website information.
6. Performance vs. Bond Criteria » We verify bond priorities are clearly identified, expenditures are consistent with the bond project list, and that priority of spending is in line with stated District policy.
