San Diego Union-Tribune: Its schools are falling apart, and voters won’t pass a bond. Could a little-used tactic help this district?

Cajon Valley Union School District is considering a resolution to form School Facilities Improvement Districts (SFIDs) which will be identified as SFID No. 1, SFID No. 2, and SFID No. 3. According to California Education Code, school districts can form SFIDs to impose a special tax to support the issuance of General Obligation bonds to finance school facilities.

With an SFID, a district can narrow its focus to specific areas within its boundaries, those areas that benefit particularly from the financed facilities to levy a special tax. Taxpayers Association CEO Mark Kersey weighs in the on the matter - Taxpayers previously supported an SFID initiative by San Ysidro School District, which was approved by voters in 2024.
